So anyway my computer is being a dick. Whenever something is downloaded, be it torrents, emule, or even pictures on a website, it gets the hiccups.This makes it impossible to listen to music while looking at websites and even now completely operate it if I leave the aforementioned programs running. HELP NOW

Have you ran cleanup or defragment lately?

Check the Event Viewer (Control Panel > Administrative Tools)

Check the System and Application logs for any activity coinciding with the stuttering, particularly errors and warnings.
