Last night my wired connection to my router decided to start going incredibly slow. I don't know why. My friend gets normal browsing speed and everything on his laptop with wireless. My browsing speed varies from around .5 to 5 kb/s. Downloads are better. They vary from about 30-50 kb/s to normal download speeds. I've ran Spybot, MS Defender, and am currently doing a virus scan for the usual suspects. I can't figure out what's going on, but I noticed that my "Internet Connection" icon in Network Connections constantly says that it's disabled. Blegh.

try connecting your friends laptop to that wire, to find out if the problem is your computer or your router / cable. Things like this need to be handled logically.

I reinstalled the NIC. It seems to be going a little faster. Think I solved it.

Found out there was a conflict caused by the driver for my USB data cable called "Prolific USB-to-serial." Basically killed my browsing speed. Went back to normal when I uninstalled the drivers.
