car rental under 21

is there any company that rents car to under 19yo drivers in the San Francisco area?
is there any other way to get a car?

buying is not an option because i don't have an US social security number.

I don't know of any car company that rents to poeple under 21, let alone under 19. Maybe theres some independent rental company around the area, yahoo yellow page it.

actually only one of us is under 19, me & the other guy are 19. so just 2 or 1 driver would be possible to.

rent-a-wrack seems to rent to sub-21s, but i'm still waiting for their reply.
