I would like to know if the rules of the Forums still apply to reputation and comments for it.

I think most things are okay as long as general forum rules are observed, so if someone's just goatse'd you or made a particularly off colour remark, they'll do something about it.

as far as I know, the rules still apply for reputation and pms.

Maybe I'm being too assuming, but I'd think some of the cursing rules wouldn't apply. Like No cursing in the title, or in the first message as only the giver and the receiver can see it.

In theory, rules still apply, in practice, until someone complains, we don't really know anything is going on.
I guess it's a mixed answer... Yes rules still apply, but they're more loosely enforced. Keep in mind however that mods CAN see who gave you what rep, and anything that would net you a ban on the forums could also potentially get you in trouble thru the rep system. Additionally, given enough problems the only solution would be to disable the rep system.(Not a threat, just a warning if it sounded like a good idea to be an asshole thru rep because it's harder for us to track. :D)
