C3 - Communicate, command, conquer and intelligence

What is C3I?

You as the player can choose your government and military type and through military, political, economic, espionage and trade you can. The ultimate goal is to unify you nation as the rightful one throughout all the land.

Who's in charge?
I will be the Game Master. Everything will be run through me I will keep track of cash, units, mission outcome. Tato and Swat will be playing as 3rd party NPC nations (think Switzerland and Vatican City respectively) who will act as commentators, mediators and PMC's

What type of Government can I have?
Democracy
Monarchy
Fascism
Dictatorship
Communism

Are there any bonuses to picking a certain type of government?
Yes and there are also disadvantages. You wont know until you pick the one you want.

Can I make an alliance with someone?
Yes, you can also be a dick and attack everyone.

How does cash/supplies/industrial capacity work?
The cash in this game, Dinkos, is the standard currency of the continent. It represents the total purchasing power. Each section of land in the game will have a Dinko value (just like axis and allies). Some lands will have more some will have less. Everyone will know the Dinko production power of the provinces.

How many Dinkos do I start with?
2500

What can I buy with it?
You military for one. You can trade or buy intel, airstrikes, PMC's or just use it for your alliance.

What type of military can I have?

Whatever you want.

10 divisions of M50 Super Shermans
2 Divisions of US Rangers with Leopards in support.
The best part about this game is that you think you know what's best for the military you can choose it. You get to build your military from scratch.

You start at the company level. 4 companies to a brigades 4 to 6 brigades to a division.

When you say scratch you mean anything right?
I can setup Rhodesian infantry supported by modern Chinese MLRS, F35's with nape and snake making a hole for hundreds of T34's to pour through.

What does it cost in Dinkos?

PER TANK Company
WWII equipment (t34/76 M1943, M4A3E8, cromwell's) start at 5 Dinkos
Early Cold war( M48 Pattons, T-54A, Comet) start at 10
Mid Cold War ( M60 Pattons, T-62, Centurion) start at 15
Late Cold War ( M60 Pattons, T-62, Centurion) start at 20
Late Cold war MBT's (M1 Abrahams, T72, Challenger) start at 30
Today (M1A2 SEP, T-90A, Challenger 2, Leopard 2A6 EX) top out at 60

INFANTRY PER company
WWII equipment start at 2 Dinkos
Cold war Start at 4 Dinkos
Today top out at 6 Dinkos

PARA/MARINE/RANGERS PER COMPANY
WWII equipment start at 2 Dinkos
Cold war Start at 5 Dinkos
Today top out at 8 Dinkos

MECH/MOTORIZED INF PER COMPANY
WWII equipment start at 3 Dinkos
Cold war Start at 6 Dinkos
Today top out at 60 Dinkos

Air Force

COMBAT AIRCRAFT PER SQUADRON (A10's to F22's) (2 planes)
WWII equipment start at 3 Dinkos
Cold war Start at 6 Dinkos
Today top out at 11 Dinkos

BOMBERS PER SQUADRON (B17 to B1B)(2 planes)
WWII equipment start at 3 Dinkos
Cold war Start at 6 Dinkos
A B2 Squadron with 6 1000lb JDAMS tops the list at 100 Dinkos

Is there a minimum and a maximum of divisions that I need?
Yes, you need a minimum of one army division made up of 4 brigades.

Do I start with any military units or do I have to build them all?
Yes and No. In addition to your minimum one division you have a hq division which will act as your republican guard, royal guard, ect,ect there is something special about this one. you can make in any way you want to at no cost. If you want you can ask me to create it for you.

The Unit and Division Primer can be found here.

http://forums.otfnation.com/showthread.php?p=911093

How will combat be resolved?
I will be using a game called Steel Panthers: Main Battle Tank to resolve the battles. The game spans JAN 1946 until DEC 2020 and has every conceivable iteration of weapon systems. I will take the units that you give me and have them fight. They can either fight over objectives, like airbases forts and cities. Or they can fight to the death to inflict the most damage until the turn ends. At the end of the fight a list of what has been destroyed and what side has been the winner.

Land will be lost or gained. Divisions will tally losses, morale and combat experience will be gained or lost.

Is there anything else special with combat?
Yes. Before each battle is fought I will roll one die. That number will be the random number. I will then roll a die for each brigade that is about to fight for each side. Matching rolls will be used on this table.

1 Defending units entrenched, attacking units placed forward
2 Scout Sniper team
3 Attack Helicopter squadron
4 Battalion Arty
5 CAS Strike
6 Victory Point

Wait Experience?
Yes all units that survive battle will have a modifier added to them based on how well they won or how badly they lost. That will stay with the unit as long as it survives.

How does morale work?
There are two types of morale. Troop and population. some governments don't worry about the morale of the population while others live and die by it. Depending on how well you fought your morale will go up and down. If morale gets too low revolution would be in the wind and your troops will break and run at the first sign of trouble.

If I lose a battle can I rebuild my army?
Yes, a cost will be associated to how much you lost in the skirmish it could range from the price of a company or an entire battalion

How long will it take to reinforce units/build new divisions?
Each turn will be considered a week. For new units it will take 2 complete turns. for reinforcements it will take 1 turn.

If I don't like something about my nation can I change it?
Yes. I'll do something called "Real World Effect" Say you want to re institute slave labor. I will tell you it can be done but morale of your nation will go down over time but cash will go up.

I have attached a unit and division list you can play around with setting up your divisions.

It does stand for the same thing, after all. I wouldn't be against running another one but I figured people were tired of watching mine fizzle and while I'd be happy to support someone else's game I think I was the only one interested in actually running one from the top.

Would it be possible to jump in with a PMC? I did that in one of the previous martystates games, it was pretty fun. Also, is there upkeep for military units or do you just pay for them once upfront?

it will be played in the forum games sub fourm. In here we can make many threads about the game and not clutter up the otf.

Well I have swat and tato doing that. If you would like a slot for your own nation or just wait until someone drops we could do that.

There will be no upkeep for military units with the exception of reinforcement costs but they only happen after a battle.

Count me in as the leader of Grosnya. When do we need to pick a government type and have our force allocation ready?

I will have an excel sheet for picking government types out today. You can use the excel files in the first attachment to play with what you want your military to look like. I will make another post to show how to work it.

is there still room for me?

Can you do AI v AI in the older Steel Panthers?

Captain Colon
December 10th, 2009, 04:18 PM
Just to be clear since apparently this is complicated and extremely difficult to figure out ...everything in the spreadsheet is by company, so we'll need a bare minimum of 16-24 units off the list to start with?

Need someone to ally with me and provide AA/ground support so I can have a military composed entirely of UAVs equipped with Hellfire missiles...SKYNET

*E* For those interested, SPMBT is a free download so you can just get it, put an army together and see how it fares against various combinations. Might help a bit for people who haven't heard of 90% of the units in the spreadsheet that are just going to make an army composed entirely of Sandwiches.

Yes

So we'll need a bare minimum of 16-24 units off the list to start with?

Yes 16 companies = 1 division.

You will have a minimum of 2 divisions. Your free headquarters division and minimum made division.

Infantry need to be mounted to be Mech. You need one to one ratio of IFV to infantry.

Alright eff it rather than hoarding this more useful version of the excel table I'll share it. Maybe someone will be thankful/take pity and be my ally/not attack me at some point because of it.
