It seems daunting I bet. But in reality it's not that bad. In the file Unit List.xls
There is an amazing amount of options lets take a look at a few main battle tanks

NOTE: I've removed secondary weapons for demonstration purposes.
Here you see that it has the nation of origin, the name, class, the cost in Dinkos and the main armorment.
From this information you can see that the a Merkava Mk 1 series costs the same as a upgraded T64 however UK and Chinese tanks are a little better.
But what does it mean? The cost associated to each of these tanks is what it would cost for a company of 15 tanks. that number is derived from how much armor, how fast, and how good the electronics, vision and weapons systems are.
In summary each of these four tanks are about evenly matched.
So how do I make them into a division?
You will have at a maximum of 4 companies to a battalion and a minimum of 4 battalions to a division
Each unit in the unit list represents a company so lets make a battalion.
For this example I will make an Israeli Mechanized force.
2nd Delilah's Razor Brigade

As you can see I have all the elements needed to make a good battalion. Infantry, Tanks, APC's and SP Arty.
I've copied the (up to) 8 cells from the unit list for each of the four companies that I wanted to make a battalion with and then pasted them into the division template. (There is a example provided in the division template.)
The total cost of this battalion is 11+2+56+12=81 Dinkos.
Say you want to make an entire division out of this. Well you need a minimum of 4 battalions so 4*81=324
One Israeli mechanized division will cost you 324 Dinkos.
Now say that you want all your divisions to be like this. You have 2500 Dinkos to work with. In theory you could make 4 Israeli Mech divisions for a total of 1296 Dinkos and have 1204 left for an air force.
As you create your divisions you must put them in the excel sheet provided. Also please for the love of god take the time to name your companies, brigades and divisions. I dont want to sort through 10 1st company, 1st battalion, 1st "fighting first" divisions to get the right troops in the right place.
Once you submit your nations excel sheet it will be how I will keep track on casualties, xp, cash, morale and troop movements. You will receive a excel sheet of your nations status at the end of the turn.
FAQ
There are duplicates in the unit list. What's up with that?
It's not a perfect system. I used Steel Panthers MBT as the framework for the units in C3I. Duplicates represent armaments from the same time period but with a variable that is slightly different (slightly better armor, one more gun, ect) it means nothing to the game it's just a pain in the ass to take out. Further more I rounded up when I added the cost to Dinkos so the ones that did have a difference should be higher.
Is there any way I can have more brigades?
YES. Some government types will have more brigades than others. However, you will not know about it until you choose your government type.
Is there any way that the costs can go down/up?
YES. Along with the more brigade options some governments can purchase equipment cheaper and some need to pay a premium for that equipment.
What is with this Headquarters division?
I am letting you, the player, make one division of 4 brigades only any way you want to at no cost. If you want 16 companies of M1A2 SEP MBT go for it. The headquarters represent your Republican Guard/SS/Special Forces/Home Army what ever you want.
Why are there only 10 nations in the unit file
I picked the top ten militarys currently in operation. If there is a military that you would like to see let me know. But as the list stands it has equipment from:

USMC
UK
USSR/Russia
China
Canada
Isreal
India
Germany
France
Any other bonuses?
I will give anyone a 5% off bonus for picking a single nations equipment so that it's easier for me to setup the battles.
I dont see where there are aircraft that have air to air capabilities how do I set up my airforce?
This will be covered in depth during the combat and movement primer. Purchase aircraft (fighter bombers and COIN fighters) assuming that they can carry air to air ordinance. NOTE: A10's will suck air to air and B-52 and Bears cannot carry air to air weapons. Choose wisely.
I dont see any transport planes.
Yeah i fucked up somehow and the paratroop transports got stripped out. use these numbers if you wish to use Para's

NO. The headquarters companies are used by me to run the missions. Don't add them to to your company because it's a waste of points.
What about Arty Spotters?
If you attach SP arty to a combat brigade then you don't need spotters because the other units in the brigade will spot for them. Scouts also act as spotters. You don't really need to use spotters, but you can if you would like.
